EDUCATION AND EXPERIENCE

Master’s degree in a health-related field and successful experience in managing or administering a significant special program or project.

 

Minimum 3-5 years of experience in education and business and industry.

 

Experience working with business and industry and a variety of people in an advisory or counseling capacity.

 

Experience in implementing statewide initiatives.  

 

(Other qualifications and experience, which in the opinion of the Commissioner of Education meet the requirements of the position may be accepted in lieu of the above.)

 

 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Proficient in Microsoft Office software.

 

This position is required to travel in-state and out-of-state with expenses reimbursed at the approved rate.

 

Ability to speak and write effectively.

 

Ability to manage diverse activities and meet established deadlines.

 

Ability to analyze complex educational problems and develop feasible solutions.

 

Ability to establish rapport and effective working relationships with federal and state departments of education, testing vendors, local school district personnel, national organizations and universities.

 

 

 

EXAMPLES OF WORK PERFORMED

 

The incumbent must have the knowledge, experience and ability to support Health Science Education for secondary, adult, and post-secondary students and assist in ensuring the vision that all Missouri high school students will graduate college and career ready.  The principal duties and responsibilities of the position include, but are not limited to:  

 

Support Career and Technical Education, assist schools as they develop curriculum, instructional delivery methods, assessments, and assist students in the credentialing process.  Facilitate the development of model curriculum for health science education; evaluate curricular materials.

 

Develop a broad-based advisory board and board protocols for Missouri Health Science Education.  This board will serve to advise the Department on future trends and needs of health care, training requirements, partnerships and other issues related to developing well-trained, well-paid health care workforce pipeline.

 

Serve as Missouri’s official state liaison for National HOSA, Inc. and the National Consortium for Health Science Education (NCHSE). Serve as a Department representative for Missouri Health Sciences Education (MHSE) and the Missouri Association for Career and Technical Education (MoACTE). 

 

Serve as a liaison to health education regulatory boards, accrediting agencies and post-secondary institutions including Area Career and Technical Centers.  

 

Demonstrate knowledge of and the ability to articulate:  the principles and practices of career education including career clusters and Carl D. Perkins Career and Technical Education Improvement Act of 2006 requirements; extensive knowledge of programs within health sciences; the career education delivery system for a broad range of health science occupations; the principles, practices, teaching methods and current trends of health science education; and a deep understanding of current research on teaching and learning theory as it pertains to secondary, post-secondary and adult learners and their instructors.

 

Demonstrate knowledge of administration of career education including an understanding of state-federal and state-local relationships and applicable laws and regulations.

 

Communicate and express ideas effectively, both orally and in writing, to a variety of audiences and to organize and conduct trainings on topics specific to health science educators.

 

Establish rapport and maintain effective working relationships with professional and lay persons within and outside the agency, including state and national associations and accrediting agencies, regional health education associations such as the Missouri AHEC system, care providers including hospitals, hospital associations, nursing home associations, MO Dept of Health and Senior Services licensing, and other entities.

 

Collect and disseminate appropriate data and research as it pertains to Health Science Education.

 

Demonstrate knowledge of Department initiatives and practices and their applicability to career education and health science education. Work cooperatively with other sections and offices within the Department.     

 

Advise public institutions as they develop and implement career education programs in the health sciences; recommend local program approval based on Department guidelines and provide technical assistance to local school districts, postsecondary institutions and other personnel on state and federal legislation and initiatives related to career education and health science education.

 

Advise local schools and individuals regarding educator and student licensure/certification requirements and program accreditation requirements for health science programs.

 

Plan individual and group professional development activities designed to support and enhance instructor competence and student achievement in health science education programs.   

 

Support and become involved in activities in career and technical student organizations such as HOSA—Future Health Professionals and SkillsUSA.

 

Develop and manage budgets for grants to include salary and equipment expenditure reimbursement for local health science programs.

 

Serve as State liaison for Project Lead The Way (PLTW)-Biomedical Sciences.  Serve on certification teams for PLTW programs and participate in PLTW national activities as appropriate. 

 

Provide and disseminate information to applicable stakeholders; keep webpage up-to-date; maintain listserv.

 

Perform other related work as assigned.

BENEFITS (For a Full-Time Position)

 

ANNUAL LEAVE:  Accrue 10 hours per month for new full-time employees, longer term State employees can earn more. Prorated leave for part-time employees in eligible positions.

 

SICK LEAVE:  Accrue 10 hours per month.  Prorated leave for part-time employees in eligible positions.

 

HOLIDAYS:  12 holidays per year.

 

RETIREMENT:  Coverage provided through the Missouri State Employees Retirement System (MOSERS).

 

LIFE INSURANCE:  Term life insurance coverage, equal to one times employee's annual salary, through the Missouri State Employees Retirement System.

 

OPTIONAL LIFE INSURANCE:  Optional term life insurance available with maximum coverage of six times member’s annual salary.  Plans are also offered for spouse and dependents. Premiums paid by employee.

 

CAFETERIA PLAN:  Easy tax savings on employee’s cost for qualified payroll-deducted insurance plans, medical care, and dependent care.

 

HEALTH PLANS:  Employer-paid/subsidized plans available the first day of the following month after employment.

 

DENTAL PLANS:  Delta Dental insurance coverage is available.

 

VISION PLAN:  Vision Service Plan (VSP) is available. 

 

DEFERRED COMPENSATION:  A payroll deduction deferred compensation plan available to defer taxes until retirement by investing in mutual funds and a fixed income account is currently provided.
