Master’s degree in guidance and counseling.


Appropriate school counseling certification.


Minimum of four years experience in school guidance preferred.


(Other qualifications and experience, which in the opinion of the Commissioner of Education meet the requirements of the position may be accepted in lieu of the above.)






Thorough knowledge and understanding of the Missouri Comprehensive Guidance and Counseling Program.


Knowledge of how Student Services are implemented in Missouri’s Area Career Centers.


Knowledge and skill in the evaluation of comprehensive guidance and counseling programs and in the use of data to demonstrate impact of guidance and counseling programs on relevant student outcomes.


Knowledge of how school counselors and comprehensive guidance and counseling programs interface with Career Education,  Pathways to Prosperity, RTI, PBS, Technology Centers that Work and other state and national initiatives.


Knowledge and experience with Career Paths and Career Clusters concepts.


Knowledge and experience with web-based career and educational planning systems and other web-based technologies that support the work of professional school counselors.


Knowledge of federal, state and Department rules and regulations.


Knowledge of current concepts and trends related to the field of guidance and counseling.


Ability to express ideas clearly and concisely, both orally and in writing.


Ability to establish and maintain effective working relationships with school district personnel, higher education institutions, state organizations, associations, and agencies to further enhance the academic, career, and personal/social development of all students.


The official domicile for this position is Jefferson City.  Occasional travel will be required.  Mileage and other travel expenses will be reimbursed at the approved rate.






This is a full-time twelve-month professional position.  Responsibilities include planning, implementing, evaluating, and enhancing comprehensive guidance and counseling programs in Missouri’s public schools by providing exceptional service to students, educators, schools and citizens.


Supervises and coordinates the development, implementation, improvement and/or expansion of comprehensive guidance and counseling programs in local school districts.


Participates in the development of appropriate materials for school districts.


Plans, organizes and facilitates workshops/conferences/meetings/webinars for school counselors, school personnel and others as appropriate.


Provides technical assistance to LEA’s relative to program improvement by serving on review teams and similar activities.


Assists in the development, implementation and interpretation of Department policies.


Assists in the collection of necessary data and records and in the preparation of reports.


Manages reimbursement for area career centers and postsecondary career education counselors.


Perform other duties as assigned.


Assists with the Technology Centers that Works Initiative.


Oversees the implementation of the Gysbers and Success Awards for Guidance and Counseling Programs in collaboration with the Missouri School Counselor Association.


Compiles and prepares information for the “Guidance Digest” and ensures its transmission to Missouri school  districts as well as states, and other countries upon request.


Assists in the development and analysis of surveys as necessary for the Guidance and Counseling Section.


Oversees the implementation, review and evaluation of the Guidance and Counseling Program implementation audit, The Internal Improvement Review, for schools and area career centers.


Acts as the Mental Health Liaison to the DMH Comprehensive Psychiatric Services State Advisory Committee and other committees as assigned. 


Consults and Collaborates with Armed Forces Recruiting Services in Missouri and the Military Child Coalition.

ANNUAL LEAVE:  Accrue 10 hours per month for new full-time employees, longer term State employees can earn more. Prorated leave for part-time employees in eligible positions.


SICK LEAVE:  Accrue 10 hours per month.  Prorated leave for part-time employees in eligible positions.


HOLIDAYS:  12 holidays per year.


RETIREMENT:  Coverage provided through the Missouri State Employees Retirement System (MOSERS).


LIFE INSURANCE:  Term life insurance coverage, equal to one times employee's annual salary, through the Missouri State Employees Retirement System.


OPTIONAL LIFE INSURANCE:  Optional term life insurance available with maximum coverage of six times member’s annual salary.  Plans are also offered for spouse and dependents. Premiums paid by employee.

HEALTH PLANS:  Employer-paid/subsidized plans available the first day of the following month after employment.

DEFERRED COMPENSATION:  A payroll deduction deferred compensation plan available to defer taxes until retirement by investing in mutual funds and a fixed income account is currently provided.
