This is a full-time
(12-month) professional position providing statewide outreach services to local
and state education agencies (LEAs and SEAs), First Steps, parents, and others
about the educational needs of children (birth to 21 years) with vision
impairment. Responsibilities involve the
development, coordination, and delivery of functional vision assessments for
students enrolled in local and state programs.
The job requires travel to local school programs to provide technical
assistance and to follow up on recommendations made to improve visual
efficiency. Incumbents may reside
anywhere within the state.
QUALIFICATIONS DESIRABLE CANDIDATES SHOULD POSSESS
(Other qualifications and experience, which in the opinion of the Commissioner
of Education
meet the requirements of the position may be accepted in lieu of the
following.)
1. Possession of a Bachelor’s with Master’s
degree preferred from an accredited college or university, with vision
education certification or ACVREP O&M certification complete.
REQUIRED KNOWLEDGE, SKILLS, AND
ABILITIES
1.
Considerable
knowledge and ability in assessing the functional vision needs of students who
are visually impaired/blind.
2.
Keen observation
skills.
3.
Demonstrated report
writing skills.
4.
Ability to
establish and maintain effective working relationship with local service
providers and parents.
1. Conduct functional vision
assessments and other assessments.
2. Work closely with local
and state program administrators, American Printing House for the Blind Supervisor,
ophthalmologists, optometrists, and parents.
3. Interpret reports from
eye care specialists and implications for educational programming.
4. Provide in-service and
pre-service training.
5. Prepare written reports
of services.
6. Research/maintain
knowledge of the field.
7. Chair assessment and
technical assistance staffings with local program representatives and parents.
8. Coordinate mentoring
activities.
9. Provide onsite technical
assistance regarding environmental, task, and material modifications.
10.
Provide
instruction to local school personnel in the use of low vision devices and how
to acquire these devices.
11.
Provide
appropriate instructional strategies and methodology for the student who is
visually impaired/blind.
12.
Provide
Orientation and Mobility (O&M) services, as appropriate.

BENEFITS
(For a
Full-Time Position)
VACATION: Generally accrue 15 days a year for beginning
employees.
SICK LEAVE: Generally
accrue 15 days a year.
HOLIDAYS: 12 holidays
per year.
RETIREMENT:
Vested after five years of creditable service.
LIFE INSURANCE: One times
employee’s annual salary ($15,000 minimum) in basic life insurance coverage
provided at no cost.
OPTIONAL LIFE INSURANCE: Employee may
purchase up to 6 times their annual salary.
Spouse and children’s coverage is also available.
HEALTH PLANS:
Employer-paid/subsidized plans available the first of the month after
employment.
DENTAL PLANS:
Several plans are available. Certain areas of the state only: Employee may pay through payroll deduction.
MENTAL HEALTH PLAN: Up to six
counseling visits per family per year.
TAX DEFERRED PLANS: State
contributes $25 to eligible employees after 12 continuous months of employment.
