QUALIFICATIONS

Graduation from a four-year college or university, supplemented by graduate
study to the level of a Master’s degree in education which fulfills the
requirements for an Administrator’s certificate.
Eight years of progressively responsible administrative professional experience in the field of education, including four years of experience as superintendent or assistant superintendent of schools through which knowledge of general and building administration, curriculum development and evaluation, teacher and administrator employment and evaluation, school finance, school law, and Board of Education procedures may have been acquired.
Four years experience in the evaluation or development of educational programs.
Knowledge of standards used in classification of schools; effective educational practices, innovations, et cetera.
Ability to promote mutual understanding through communication with fellow educators and with lay persons; communicate and express ideas effectively, both orally and in writing; and complete assigned tasks in a timely and well‑organized manner.
Knowledge of current administrative practices, such as school finance, school law, instructional strategies, curriculum/instruction and leadership techniques; public school operations, policies and practices, and administrative functions; and various state and federal programs and rules, regulations, and statutes related to these programs.
Travel is required. Mileage and other travel expenses will be reimbursed at the approved rate.
Coordinate Department instruction activities and services provided to local public schools and serve as a liaison for the entire Department as it serves the public schools of the state.
Review school districts’ entire operation for the purpose of evaluating local school programs and ascertaining the quantity and quality of educational services provided, according to the Missouri School Improvement Program (MSIP) Standards and Indicators.
Conduct workshops, study sessions, et cetera, which provide opportunities for educators and lay persons to improve understanding and proficiency in educational issues.
Attend and assist in meetings called by other groups with objectives serving education.
Assist in conducting MSIP Reviews, assist districts in the development of Comprehensive School Improvement Plans, monitor and assist districts in identifying resources to adequately and fully implement their Comprehensive School Improvement Plan.
Act as a liaison between the Department of Elementary and Secondary Education and the regional institutions of higher education in providing service to the public schools of the state.
Identify innovation education theories and practices and synthesizes current research literature on educational issues.

BENEFITS
(For a Full-Time Position)
VACATION: Generally accrue 10 hours
per month for employees with up to ten years of creditable service.
SICK LEAVE:
Generally accrue 10 hours per month.
FAMILY MEDICAL LEAVE: After 12 months or 1250 hours of employment, 12 weeks of
unpaid leave is available for employees as laid out in the policy.
ORGAN/BONE MARROW DONATION LEAVE: 5 workdays given for bone marrow donation and 30 workdays
given for organ donation.
SCHOOL-VISIT LEAVE: Up to 8 hours of paid leave for assisting in the classroom
with curricular activities or visiting with child’s teacher on curricular
activities and other events as outlined in the policy.
HOLIDAYS: 12
holidays per year.
RETIREMENT:
Vested after five years of creditable service.
LIFE INSURANCE:
Free basic life insurance coverage equal to one-times the employee's
annual salary. The minimum coverage amount will remain $15,000.
OPTIONAL LIFE INSURANCE:
Employee may purchase up to 6 times their annual
salary. Spouse and children life insurance coverage is
available.
HEALTH PLANS:
Employer-paid/subsidized plans available the month after employment.
DENTAL PLANS:
Several plans are available in limited areas of the state. Employees may
pay through a payroll deduction.
VISION PLAN:
Available statewide. Employees may pay through payroll deduction.
EMPLOYEE ASSISTANCE PROGRAM: Up to six counseling visits per episode per family
member per year.
DEFERRED COMPENSATION: If employee contributes a minimum of $25 per month towards PEBSCO, then the State will contribute an additional $25 per month to eligible employees after 12 continuous months of employment.
