QUALIFICATIONS

Bachelor’s Degree with a major in special education, general education or
equivalent area. Masters preferred. Three or more years of teaching, coordination, supervision or
administration in general or special education, or related experience that
contributes directly to the understanding of activities of this assignment.
Proficient in Microsoft Office software including Access and Excel.
Frequent in-state travel required, as well as travel to
other locations in
Knowledge of the principles and practices of effective instructional practices for all children, but especially as they apply to children and youth with disabilities; and state and federal legislation and regulations governing the Individuals with Disabilities Education Act (IDEA).
Knowledge of the services provided by responsible public agencies, private agencies and institutions of higher education working in the area of special education; and the structure of general and special education programs.
Ability to analyze data and make decisions based upon that analysis; and translate research into practice.
Knowledge of the negotiation, development and management of contracts with outside vendors; and evaluation and assessment theory and practice.
Ability to establish rapport and maintain effective working relationships with constituencies at all levels; ability to work collaboratively with Division, Department and other agency staff; communicate and express ideas effectively, both orally and in writing. Excellent organizational skills; and presentation and facilitation skills.
EXAMPLES OF WORK
PERFORMED
Provide leadership in the identification and dissemination of effective, research-based instructional practices that improve outcomes for students with disabilities.
Collaborate with other DESE staff and other agencies to ensure a coordinated system of planning for students with disabilities statewide that is consistent with and results in meeting the targets of the Missouri State Performance Plan (SPP) for Special Education.
Assist the Director of Effective Practices in planning long-term strategies and operations to achieve goals set out in the SPP.
Collaborate with Assistant Director, Director, other Division staff and vendors to negotiate and plan the Scope of Work for contracts with other agencies to implement specific activities identified by the Division of Special Education.
Assist the Assistant Director and Evaluation/Research Supervisor to oversee and evaluate the programmatic implementation of said contracts.
Collaborate with other Division and Department staff in the analysis of data regarding statewide, district-wide and building performance on the targets and indicators set out in the SPP.
Collaborate with other Division staff in the planning and implementation of a system of General Supervision which meets the requirements of the Individuals with Disabilities Education Act.
Other duties as assigned.

BENEFITS
(For a Full-Time Position)
VACATION: Generally accrue 10 hours
per month for employees with up to ten years of creditable service.
SICK LEAVE:
Generally accrue 10 hours per month.
FAMILY MEDICAL LEAVE: After 12 months or 1250 hours of employment, 12 weeks of
unpaid leave is available for employees as laid out in the policy.
ORGAN/BONE MARROW DONATION LEAVE: 5 workdays given for bone marrow donation and 30 workdays
given for organ donation.
SCHOOL-VISIT LEAVE: Up to 8 hours of paid leave for assisting in the classroom
with curricular activities or visiting with child’s teacher on curricular
activities and other events as outlined in the policy.
HOLIDAYS: 12
holidays per year.
RETIREMENT:
Vested after five years of creditable service.
LIFE INSURANCE:
Free basic life insurance coverage equal to one-times the employee's
annual salary. The minimum coverage amount will remain $15,000.
OPTIONAL LIFE INSURANCE:
Employee may purchase up to 6 times their annual
salary. Spouse and children life insurance coverage is
available.
HEALTH PLANS:
Employer-paid/subsidized plans available the first of the following month after
employment.
DENTAL PLANS: Delta
Dental insurance coverage is available.
VISION PLAN: VSP
Vision Service Plan is available.
EMPLOYEE ASSISTANCE PROGRAM: Up to six counseling visits per episode per family
member per year.
DEFERRED COMPENSATION: If employee contributes a minimum of $25 per month
