QUALIFICATIONS

Bachelor’s Degree in Business Administration, Accounting, or Financial Management.
Proficient in Microsoft Office software including Excel and Access.
Knowledge of public school district accounting.
Knowledge and understanding of the purpose and provisions of the Child Nutrition Programs. This position requires a comprehensive knowledge of the provisions of the US Department of Agriculture (USDA) of all Child Nutrition Programs in order to provide financial management of the applicable funds.
Knowledge of state and federal government processes, and an understanding of the regulations pertaining to Child Nutrition Programs
Ability to communicate and express ideas effectively, both orally and in writing; and research, assemble, correlate, and analyze facts and trends.
Resourceful and well organized.
EXAMPLES OF WORK
PERFORMED
Ensures adherence to federal regulations in the administration of the payment process.
Processes and maintains internet based annual application agreements.
Supervises the internet based monthly claim reimbursement process.
Processes amendments to claims for reimbursement.
Adjusts LEA claims as a result of on-site Coordinated Review Effort monitoring.
Provides technical assistance to local education agencies (LEAs) in the areas of meal eligibility and counts, claim completion, revenue and expenditure reporting and program management.
Coordinates with the Information Technology unit regarding technology maintenance and enhancements to the section’s computer applications.
Serves as a liaison with the USDA financial management staff.
Prepares and submits all federal monthly/quarterly/annual financial reports.
Reconciles federal and state program funds to the Missouri SAM II accounting system.
Assists all LEAs in reconciliation of food service account balances.
Tracks the section’s federal State Administrative Expense (SAE) budget and assists with annual SAE budget plan.
Prepares annual state budget forms.
Responsible for accounting functions related to state and federal funds.
Assists director in determining annual payment of General Revenue funds to public LEAs.
Supervises and reviews clerical person.
Other duties as assigned.

BENEFITS
(For a Full-Time Position)
VACATION: Generally accrue 10 hours
per month for employees with up to ten years of creditable service.
SICK LEAVE:
Generally accrue 10 hours per month.
FAMILY MEDICAL LEAVE: After 12 months or 1250 hours of employment, 12 weeks of
unpaid leave is available for employees as laid out in the policy.
ORGAN/BONE MARROW DONATION LEAVE: 5 workdays given for bone marrow donation and 30 workdays
given for organ donation.
SCHOOL-VISIT LEAVE: Up to 8 hours of paid leave for assisting in the classroom
with curricular activities or visiting with child’s teacher on curricular
activities and other events as outlined in the policy.
HOLIDAYS: 12
holidays per year.
RETIREMENT:
Vested after five years of creditable service.
LIFE INSURANCE:
Free basic life insurance coverage equal to one-times the employee's
annual salary. The minimum coverage amount will remain $15,000.
OPTIONAL LIFE INSURANCE:
Employee may purchase up to 6 times their annual
salary. Spouse and children life insurance coverage is
available.
CAFETERIA

HEALTH PLANS:
Employer-paid/subsidized plans available the first of the following month after
employment.

member per year.
