QUALIFICATIONS
DESIRABLE CANDIDATES SHOULD POSSESS

Bachelor’s Degree with emphasis in finance, education, special education or a
related field.
Three years of successful relevant work experience in finance, education, special education, administrative duties or closely related employment.
Proficient in Microsoft Office software.
Occasional travel required. Travel expenses are reimbursed at state-approved rates.
Possess excellent organizational and facilitation skills.
Knowledge of relevant federal and state special education laws and regulations.
Knowledge of the negotiation, development and management of contracts with outside vendors; and evaluation and assessment theory and practice.
Ability to set and follow priorities, effectively manage business time, successfully adjust to rapidly changing situations and to concurrently manage multiple tasks.
Ability to establish rapport and maintain effective working relationships with constituencies at all levels; ability to work collaboratively with Division, Department and other agency staff; communicate and express ideas effectively, both orally and in writing.
Ability to analyze data and make decisions based upon that analysis.
EXAMPLES OF WORK
PERFORMED
Supervise programs and services assigned to the Special Education Funds Management Section.
Assist districts participating in the MO HealthNet program with enrollment, billing questions and technical assistance.
Review funding applications and approve for payment.
Participate in the assessment, design and development of communications with districts to inform and assist with programs and services administered by the section.
Interact with staff from other state agencies regarding interagency cooperative efforts on behalf of students with disabilities and others.
Collect, analyze, report and interpret program data and services for which the section is responsible or needs information.
Collaborate with other Division staff and vendors to
negotiate and plan for contracts to implement specific activities identified by
the Division of
Prepare and present training materials; will include speaking at various conferences and workshops.
Perform others duties as assigned.

BENEFITS
(For a Full-Time Position)
VACATION: Generally accrue 10 hours
per month for employees with up to ten years of creditable service.
SICK LEAVE:
Generally accrue 10 hours per month.
FAMILY MEDICAL LEAVE: After 12 months or 1250 hours of employment, 12 weeks of
unpaid leave is available for employees as laid out in the policy.
ORGAN/BONE MARROW DONATION LEAVE: 5 workdays given for bone marrow donation and 30 workdays
given for organ donation.
SCHOOL-VISIT LEAVE: Up to 8 hours of paid leave for assisting in the classroom
with curricular activities or visiting with child’s teacher on curricular
activities and other events as outlined in the policy.
HOLIDAYS: 12
holidays per year.
RETIREMENT:
Vested after five years of creditable service.
LIFE INSURANCE:
Free basic life insurance coverage equal to one-times the employee's
annual salary. The minimum coverage amount will remain $15,000.
OPTIONAL LIFE INSURANCE:
Employee may purchase up to 6 times their annual
salary. Spouse and children life insurance coverage is
available.
CAFETERIA

insurance plans, medical care, and dependent care.
HEALTH PLANS:
Employer-paid/subsidized plans available the first of the following month after
employment.

EMPLOYEE ASSISTANCE PROGRAM: Up to six counseling visits per episode per family
member per year.
