QUALIFICATIONS
DESIRABLE CANDIDATES SHOULD POSSESS

meet the requirements of the position may be accepted in lieu of the
following.)
Master’s Degree from an accredited four-year college or
university with a major in special education or equivalent area.
Three or more years of teaching, coordination, supervision, or administration of special education, or other experience that contributes directly to the understanding of activities of this assignment.
Thorough knowledge of the principles and practices applied in planning and conducting early intervention and special education services.
Considerable knowledge of the general principles and practices involved in the field of education, specifically the area of special education.
Considerable knowledge of the organization and administration of a state educational agency as part of a state governmental unit.
Considerable knowledge of the principles and goals of professional and nonprofessional societies and organizations interested in special education.
Ability to write and edit various forms of information materials and to develop other types of service media.
Ability to measure and evaluate work activities of staff personnel.
Ability to establish and maintain effective working relationships with colleagues and the general public.
Ability to communicate effectively and express ideas both orally and in writing.
Ability to organize and participate in educational forums.
Ability to make administrative decisions and delegate responsibility to staff personnel.
The official domicile for this position is Jefferson City, Missouri. Travel is required. Mileage and other travel expenses will be reimbursed at the approved rate.
EXAMPLES OF WORK
PERFORMED
Serve as Division’s Part C Coordinator under the Individuals with Disabilities Education Act (IDEA).
Supervise the implementation of the First Steps program and collaborate with other Division coordinators, directors, and staff to implement the First Steps program.
Coordinate the Division’s development and implementation of all fiscal, data, compliance, and practice needs for First Steps.
Coordinate First Steps program with other state agencies:
· Department of Insurance for insurance billing
· Department of Social Services for Medicaid agreements to recover funds under Title XIX.
Coordinate the implementation of the State Performance Plan (SPP) for Part C.
Development and management of the following contracts:
· System Points of Entry (SPOEs)
· Central Finance Office (CFO)
· Consultants
· Providers
Serve as Division staff person to the State Interagency Coordinating Council (SICC) and SPOE director meetings.
Supervise First Steps program staff (five regionally located area directors).
Oversee the development of all training and technical assistance documents needed for First Steps program.
Oversee the annual development of the Part C application.
Conduct public hearings on the State Plan for Part C.

BENEFITS
(For a Full-Time Position)
VACATION: Generally accrue 10 hours
per month for employees with up to ten years of creditable service.
SICK LEAVE:
Generally accrue 10 hours per month.
FAMILY MEDICAL LEAVE: After 12 months or 1250 hours of employment, 12 weeks of
unpaid leave is available for employees as laid out in the policy.
ORGAN/BONE MARROW DONATION LEAVE: 5 workdays given for bone marrow donation and 30 workdays
given for organ donation.
SCHOOL-VISIT LEAVE: Up to 8 hours of paid leave for assisting in the classroom
with curricular activities or visiting with child’s teacher on curricular
activities and other events as outlined in the policy.
HOLIDAYS: 12
holidays per year.
RETIREMENT:
Vested after five years of creditable service.
LIFE INSURANCE:
Free basic life insurance coverage equal to one-times the employee's
annual salary. The minimum coverage amount will remain $15,000.
OPTIONAL LIFE INSURANCE:
Employee may purchase up to 6 times their annual
salary. Spouse and children life insurance coverage is
available.
CAFETERIA
PLAN: Easy tax savings on employee’s cost for qualified payroll-deducted
insurance plans, medical care, and dependent care.
HEALTH PLANS:
Employer-paid/subsidized plans available the first of the following month after
employment.
DENTAL PLANS: Delta
Dental insurance coverage is available.

Service Plan (VSP) is available.
EMPLOYEE ASSISTANCE PROGRAM: Up to six counseling visits per episode per family
member per year.
