QUALIFICATIONS
DESIRABLE CANDIDATES SHOULD POSSESS

following.)
Master’s Degree from an accredited four-year college or
university with a major in special education or equivalent area.
Three or more years of teaching, coordination, supervision or administration of special education, or related experience that contributes directly to the understanding of activities of this assignment.
Extensive knowledge of the principles and practices of special education for Infants and Toddlers and children and youth with disabilities.
Extensive knowledge of the legislation and regulations governing both Part B and Part C of the Individuals with Disabilities Education Act (IDEA).
Knowledge of the services provided by responsible public agencies, private agencies and institutions of higher education working in the area of special education.
General knowledge of the structure of special education programs.
Ability to establish and maintain effective working relationships with local school district officials, private education officials, Department of Elementary and Secondary Education staff, personnel of institutions of higher education, personnel in other agencies providing Early Intervention or special education services for Infants and Toddlers and children and youth with disabilities, parents, advocates, legislators and others interested in the provision of services to Infants & Toddlers and children and youth with disabilities.
Knowledge of effective training and technical assistance techniques and adult learning styles.
Ability to communicate and express ideas effectively, both orally and in writing.
Excellent organizational skills.
Self-starter with little need of supervision.
Ability to work at a fast pace on multiple projects.
EXAMPLES OF WORK
PERFORMED
Supervise the professional staff of the Compliance Section.
Provide interpretation of federal and state statutes, regulations, policies, and procedures related to compliance with Parts B & C of the Individuals with Disabilities Education Act (IDEA).
Direct the process of development of state regulations implementing Parts B and C of the Individuals with Disabilities Education Act (IDEA).
Direct the process associated with the collection, analysis and interpretation of section data as may be required to disseminate such information to various constituencies for the purpose of improving the provision of services and outcomes for students with disabilities in the State.
Oversee the Child Complaint and Due Process systems.
Direct the process of development, review and revision of Monitoring Standards and Indicators for Parts B & C of the IDEA.
Direct the process of development, review, revision and evaluation of the monitoring systems for Parts B & C of the IDEA.
Ensure that effective procedures are in place for monitoring all responsible public agencies for both Parts B & C.
Oversee the development and submission of the State Performance Plan (SPP) and Annual Performance Report (APR) for both Parts B & C.
Attends local, regional, statewide and national meetings related to compliance with Part B & Part C of the IDEA.
Assumes other duties as assigned.

BENEFITS
(For a Full-Time Position)
VACATION: Generally accrue 10 hours
per month for employees with up to ten years of creditable service.
SICK LEAVE:
Generally accrue 10 hours per month.
FAMILY MEDICAL LEAVE: After 12 months or 1250 hours of employment, 12 weeks of
unpaid leave is available for employees as laid out in the policy.
ORGAN/BONE MARROW DONATION LEAVE: 5 workdays given for bone marrow donation and 30 workdays
given for organ donation.
SCHOOL-VISIT LEAVE: Up to 8 hours of paid leave for assisting in the classroom
with curricular activities or visiting with child’s teacher on curricular
activities and other events as outlined in the policy.
HOLIDAYS: 12
holidays per year.
RETIREMENT:
Vested after five years of creditable service.
LIFE INSURANCE:
Free basic life insurance coverage equal to one-times the employee's
annual salary. The minimum coverage amount will remain $15,000.
OPTIONAL LIFE INSURANCE:
Employee may purchase up to 6 times their annual
salary. Spouse and children life insurance coverage is
available.
CAFETERIA

HEALTH PLANS:
Employer-paid/subsidized plans available the first of the following month after
employment.
