QUALIFICATIONS DESIRABLE CANDIDATES
SHOULD POSSESS
Master’s
degree with a major in education or a closely related field.
At
least two years experience in elementary, secondary, or post-secondary
teaching.
Experience
in supervision and/or administration.
Knowledge
of the laws, rules and regulations that apply to the certification of teachers,
administrators and other school personnel.
Knowledge
of the principles and practices pertaining to the evaluation of teacher
education.
Knowledge
of research pertaining to educator preparation.
Instructional
skills.
Knowledge
of assessment development and procedures.
Knowledge
of statistical procedures and practices as applied to standardized testing and
reporting of test data.
Ability to
develop and maintain effective working with relationships with public
officials, Department personnel, school administrators and staff, university
and college administrators and staff, other public agencies, and the general
public.
Other
qualifications and experience, which in the opinion of the Commissioner of
Education meet the requirements of the position may be
accepted in lieu of the above.
EXAMPLES OF WORK PERFORMED
1. Assist with the
development and implementation of state statutes, standards, and regulations
governing all educator preparation programs.
2. Assist with the
establishing, conducting, and communicating the results of the review and
evaluation of proposals for new educator preparation programs as well as
revisions to current programs.
3. Prepare reports for
Department administrators, the State Board of Education and other stakeholders.
4. Provide technical
assistance to educator preparation programs.
5. Assist in selecting,
developing, and setting standards for assessments for the certification of
educators.
6. Work with the Office of
Data Management to:
a. Maintain the Office of
Educator Quality (OEQ) Section of the Missouri
Comprehensive Data Collection System (MCDS) to
collect and analyze data for educator assessments.
b. Maintain the OEQ section of the MCDS for the
purposes of educator preparation program accountability and program
improvement.
c. Prepare and submit
Missouri’s annual State Report on the Quality of Teacher Preparation to the US
Office of Education as required under Section 207 of Title II of the Higher
Education Act.
d. Provide data to
stakeholders pertaining to candidates and/or practicing educators for
professional certification.
e. Assist in the development
and preparation of the Annual Preparation Performance Report (APPR).
f. Assist in connecting the
results from the district level Performance Evaluations System(s) for the
purposes of research and connections to educator preparation programs.
7. Develop the annual report
on the Recruitment and Retention of Educators for the State Board of Education.
a. Participates in the
formulation of policies in recruitment, retention, and communication of
educator shortages to educator preparation institutions and other interested
parties
b. Coordinate
responsibilities for developing and maintaining a statistical process to
predict educator shortages by certification area, region, and/or other
categories
c. Works within the
Department and other local, state, and national agencies to gather data on the
recruitment and retention of educators.
8. Track and field questions
regarding career ladder programs and/or previously awarded scholarships
including the repayment status of former recipients.
9. Provide support for the
Teacher of the Year, Milliken Educator Awards, and other educator recognition
programs.
10. Assumes other duties as
assigned.

ANNUAL LEAVE: Accrue 10 hours per month
for new full-time employees, longer term State employees
can earn more. Prorated leave for part-time employees in eligible positions.
SICK LEAVE: Accrue 10 hours per month. Prorated leave for part-time employees in
eligible positions.
HOLIDAYS: 12 holidays per year.
RETIREMENT: Coverage provided through the Missouri State Employees Retirement System (MOSERS).
LIFE INSURANCE: Term life insurance coverage, equal to one times
employee's annual salary, through the Missouri State Employees Retirement
System.
OPTIONAL LIFE INSURANCE: Optional term life insurance available with maximum
coverage of six times member’s annual salary. Plans are also offered for
spouse and dependents. Premiums paid by employee.
CAFETERIA PLAN: Easy tax savings on employee’s cost for
qualified payroll-deducted insurance plans, medical care, and dependent care.
HEALTH PLANS: Employer-paid/subsidized plans available
the first of the following month after employment.
DENTAL PLANS: Delta Dental insurance coverage is
available.
VISION PLAN: Vision Service Plan (VSP) is available.
DEFERRED COMPENSATION: A payroll deduction deferred compensation plan available to
defer taxes until retirement by investing in mutual funds and a fixed income
account is currently provided by ING.
