Bachelor’s
Degree from an accredited four-year college or university with a major in
special education, or equivalent area.
Three or
more years of teaching, coordination, supervision or administration of special
education, or related experience that contributes directly to the understanding
of activities of this assignment.
(Other qualifications and
experience, which in the opinion of the Commissioner of Education meet the
requirements of the position may be accepted in lieu
of the above.)
Proficient
in Microsoft Office software.
Knowledge of the principles and
practices of special education for children and youth with disabilities.
Knowledge
of the principles and practices related to effective post secondary transition
for students with disabilities.
Extensive knowledge of state and
federal legislation and regulations governing Part B of the Individuals with
Disabilities Education Act (IDEA).
Knowledge of the services provided
by responsible public agencies, private agencies and institutions of higher
education working in the area of special education.
General knowledge of the structure
of special education programs.
Ability to establish rapport and
maintain effective working relationships with constituencies at all levels of
the Part B system, including school district personnel, parents, advocates,
attorneys, legislators, and others.
Ability to communicate and express
ideas effectively, both orally and in writing.
Excellent organizational skills.
This
position is required to travel occasionally in-state or out-of-state.
Assist
the Director of the Compliance Section in planning and developing long-term
strategies and operations to achieve goals set out in the Missouri State
Performance Plan (SPP) for Special Education,
Department Strategic Plan, and Commissioner’s Goals.
Collaborate
with other Office staff on the design, implementation and evaluation of State
Performance Plan (SPP) Improvement Activities.
Collaborate
with other Office staff on the implementation and alignment of the State
Performance Plan Improvement Activities, Department Strategic Plan and
Commissioner’s Goals.
Monitor
responsible public agencies to assure compliance with state and federal
regulations implementing Part B of the Individuals with Disabilities Education
Act (IDEA).
Participate
as a team member/leader in onsite special education monitoring teams.
Provide
technical assistance and training to various constituencies regarding
compliance with state and federal regulations implementing Part B of the IDEA.
Assist
in the investigation of child complaints for compliance with Part B of the
IDEA.
Assist
the Part B Assistant Director in the development and review of training and
technical assistance materials for Part B of the IDEA.
Participate
in the development and evaluation of section programs and activities.
Participate
in SPP/APR revision and submission.
Collaborate
with section staff, other Office staff, other state agency staff and
contractors to plan and implement statewide postsecondary transition
activities.
Perform
other related work as assigned.
Lead
and/or participate on internal/external committees, counsels, and workgroups,
as requested.
Attend
local, regional, statewide and national meetings related to job
responsibilities.

ANNUAL LEAVE: Accrue 10 hours per month
for new full-time employees, longer term State employees
can earn more. Prorated leave for part-time employees in eligible positions.
SICK LEAVE: Accrue 10 hours per month. Prorated leave for part-time employees in
eligible positions.
HOLIDAYS: 12 holidays per year.
RETIREMENT: Coverage provided through the Missouri State Employees Retirement System (MOSERS).
LIFE INSURANCE: Term life insurance coverage, equal to one times
employee's annual salary, through the Missouri State Employees Retirement
System.
OPTIONAL LIFE INSURANCE: Optional term life insurance available with maximum
coverage of six times member’s annual salary. Plans are also offered for
spouse and dependents. Premiums paid by employee.
CAFETERIA PLAN: Easy tax savings on employee’s cost for
qualified payroll-deducted insurance plans, medical care, and dependent care.
HEALTH PLANS: Employer-paid/subsidized plans available
the first day of the following month after employment.
DENTAL PLANS: Delta Dental insurance coverage is
available.
VISION PLAN: Vision Service Plan (VSP) is available.
DEFERRED COMPENSATION: A payroll deduction deferred compensation plan available to
defer taxes until retirement by investing in mutual funds and a fixed income
account is currently provided.
