School Transportation

ABOUT THE TRANSPORTATION OF PUPILS, STATE AID

GRADE/AGE:  Elementary, Secondary

TARGET GROUP:  General

TYPE OF SERVICE:  Support

PROGRAM EMPHASIS:  Provide state aid to public school districts that transport students pursuant to state statutes.

SERVICES:  Transportation of Pupils, State Aid Program

AUTHORITY:  State - Section 163.161 and 167.231 RSMo

SERVICE OR PROGRAM DESCRIPTION:  Provides a reimbursement incentive for public school districts for transportation services to and from school at the beginning and end of the school day during the regular school term.

ELIGIBLE RECIPIENTS OR PARTICIPANTS:  Public school districts that provide transportation services pursuant to state statutes.

FUNDING OR GRANTS AVAILABLE:  The program provides public school districts with seventy-five percent (75%) maximum reimbursement entitlement of their allowable costs eligible for state transportation aid. Public school districts that provide transportation services receive state aid the ensuing year for the pupil transportation on the basis of the cost for the service in the current year. The reimbursement entitlement percentage may vary from 52.5% to 75% because there is an efficiency adjustment applied to promote cost effective school district transportation services. The cost of transporting individuals with disabilities may not be efficiency adjusted beginning with the 2000 payment year.

ACCESS PROCEDURES:  Public school districts submit a claim by completing required reports such as the Application for State Transportation Aid, School Bus and Facility Depreciation Schedules and Annual Secretary of the Board Report. These reports are due on August 15th each year.  Data from these reports must be accurate and verified by a local audit.  These reports are available to public school districts with proper login name and password through the DESE Web Applications page.
