Member commitment and involvement are vital to the health of any organization. Taking a leadership role beyond the chapter level provides students opportunities for improving leadership skills, personal growth, meeting new people, travel and involvement, being a spokesperson for FCCLA and helping the organization reach its goals. Members wishing to run for regional, state and/or national office must be enthusiastic, knowledgeable about FCCLA, energetic, innovative, futuristic and must also be committed to the organization.
Each family and consumer sciences program should receive information on regional screening procedures and deadlines from the regional president and advisors. Questions regarding regional elections should be directed to them.
REGULATIONS FOR SUBMITTING OFFICER QUALIFICATIONS
- Candidate must be listed as a member of a chapter that is affiliated at the regional, state, and national levels with regional dues received by the regional treasurer postmarked on or before December 20 and state and national dues received by national headquarters postmarked on or before December 20.
- Officer Qualification Forms must be typed single spaced. Use only the front and back of these forms. DO NOT ATTACH ADDITIONAL INFORMATION.
- Since Officer Qualification Forms may be reproduced for the use of the voting delegates, be sure all words are spelled correctly and the form is neat in appearance.
- Before completing the Officer Qualification Forms make sure that you meet the qualifications for the office you are seeking as stated in the bylaws.
- Regional president, vice president, secretary and treasurer: have completed at the time of candidacy at least one semester of family and consumer sciences instructions at the 7th grade level or above and be currently enrolled or have completed at the time of candidacy at least one year of family and consumer sciences at the 7th grade level or above.
- Regional reporter, parliamentarian and other officers as deemed necessary by the regional association: have completed at the time of candidacy at least 1 quarter (9 weeks) of family and consumer sciences instruction.
- Be an active member of an FCCLA chapter affiliated at regional, state, and national levels.
- Have held a responsible position at one time at the chapter level. (For example: chapter officer, committee chairperson.)
- Have completed or presently working toward a completion of a Power of One unit.
- Be an active member of an FCCLA chapter affiliated at regional, state, and national levels.
- Completed a minimum of year of family and consumer sciences education and/or family and consumer sciences related occupations.
- Have held a responsible position at one time at the chapter level. (For example: chapter officer, committee chairperson.)
- Must have completed a Power of One unit.
- Be vitally interested in family and consumer sciences education or family and consumer sciences related occupations.
- Demonstrate outstanding qualities of leadership.
- Be familiar with and follow correct parliamentary procedures.
- Show evidence of ability to work well with a group or with individuals.
- Have the approval and support of parents or guardians, local chapter, local advisor, and local school administration.
- A scholastic rating above average.
- Currently be an active member in an affiliated chapter and has been an active member in good standing for at least one year.
- Have a minimum of one year of family and consumer sciences and/or family and consumer sciences related occupations.
- Have completed a Power of One unit.
- Have a scholastic rating above average.
- Have shown leadership ability in responsibilities above the chapter level.
- Have the approval and support of parents or guardians, local chapter, local advisor, and local school administration.
- Approval of the state association.
- Is not a present or former member of the National Executive Council. (National Bylaws, Article IV, Section 2D, Revised 1999)
The usage of the phrase "State Bylaws" refers to Missouri Association Family, Career and Community Leaders of America State Bylaws, Revised 2009.The usage of the term "chapter" refers to affiliated FCCLA chapters. Affiliated means paying all regional, state and national dues by the required affiliation deadlines.
State Bylaws, Article VI, Section 1C states that "Regional associations will follow the regional elections procedures as determined by the State Executive Council." It is expected that all regional presidents will implement the following procedures as approved by the State Executive Council.
CAMPAIGNING POLICY - STATE LEADERSHIP CONFERENCE
Campaigning, which includes but is not limited to, soliciting/asking for votes and distribution or posting of printed materials in support of the candidate or bearing the candidate's name, including brochures and business cards, shall not be allowed by state president, national officer, and national network member candidates or their supporters.
If a member or chapter advisor of Family, Career and Community Leaders of America feels than an officer candidate has violated this policy, such violation must be reported, in writing, to the headquarters room at the state leadership conference. Alleged violations must be reported prior to the close of the voting process. This allegation will be investigated by the members of the State Executive Council and State Advisor and may lead to disqualification. The decision to disqualify shall be a majority vote of the State Executive Council members in attendance.
Candidates currently serving as State Executive Council members shall not participate in the investigation or vote. The decision of the State Executive Council and State Advisor is final. In the event of the disqualification of all state president candidates, the State Executive Council will appoint a President and 1st Vice President with approval of the State Advisor. Appointment will be by majority vote. In the event of the disqualification of all national officer or national network member candidates, these positions will remain vacant. Disqualified candidates shall remain a member of their respective regional executive councils.
