Tim is wrong because when each dimension is tripled (4 becomes 12, 6 becomes 18 and 3 becomes 9) the volume of the box is more than tripled.  The volume is 27 times greater which is 3³, so the correct answer would be 1944 bearings.

4x6x3 = 72

12X18X9 = 1944

72 X 3=216
