SUBJECT:  Cash Management Plan Policy


The Department has implemented a Cash Management Plan policy for districts meeting the criteria that warrants this action.  The policy used in making this judgment may be found at

Taking this action will help assure that the Department remains in good standing in meeting grant compliance, and will also help the district avoid situations that could have potentially catastrophic financial consequences.

Placement on the Cash Management Plan will require the district to submit supporting documentation on all payment requests for applicable grants.  Since the Schoolwide Pool consolidates its federal, state and local funds and is not required to maintain separate fiscal accounting records by program, the Department has established procedures for LEAs on the Cash Management Plan in relation to Schoolwide pooling.  LEAs on Cash Management at the beginning of the program year are not eligible to pool funds.  If an LEA has pooled its funds and is placed on the Cash Management Plan during the year, it will be required to submit documentation demonstrating they are meeting the requirements set forth in their Schoolwide Plan.
