Title III Biennial Evaluation Report

Please find the Title III Biennial Evaluation Report (2005-2006 and 2006-2007) on English Language Learning activities and letter explaining the report at the following web address:  http://www.dese.mo.gov/divimprove/fedprog/discretionarygrants/index.html

The collected information will allow DESE and the Migrant Education and English Language Learning (MELL) staff to plan technical assistance for districts and to report back to the federal government. Experienced school districts will also take this opportunity to share with novice districts their strategies or best practices in improving ELL services.

Missouri's English Language Proficiency (ELP) standards identify three levels - beginning, intermediate, and advanced. In analyzing data from MACII, basic beginner and beginner correlate to beginning in the standards, low intermediate and high intermediate correlate to intermediate in the standards and advanced is advanced. The student must progress in all domains to be considered as to have moved to the next level of the ELP. The student must score at "Advanced" for each domain at his/her grade level to be considered as proficient in English.
