There is a new ARRA web reporting document at the following website:
This letter was distributed to School Administrators on December 31, 2009. The letter detailed revised reporting requirements for jobs created/retained with ARRA funding. LEA Federal Program staff will need to update their portion of the ARRA Reporting. The deadline for submission is January 7, 2010.
When reporting the jobs created/retained based on ARRA funding, please report the FTE for an existing position that was funded by ARRA funds for the quarter ended December 31, 2009. The LEA should report the FTE for positions paid with ARRA funds for this quarter. This is different from the guidance given in the past.

Pages 20-21 offer education examples. On page 11 of the new guidance, section 5.2 provides the following information:
2. Definitions of jobs considered to be created or retained:
a. A job created is a new position created and filled, or an existing unfilled position that is filled, that is funded by the Recovery Act;
b. A job retained is an existing position that is now funded by the Recovery Act.
Using the definitions above, recipients must estimate the total number of jobs that were funded in the quarter by the Recovery Act. A funded job is defined as one in which the wages or salaries are either paid for or will be reimbursed with Recovery Act funding.
