SUBJECT: REAP - Small, Rural School Achievement Program and Rural and Low-Income School Program

Part B of Title VI of the No Child Left Behind Act of 2001 authorizes the Secretary of Education to award funds under two separate formula grant programs designed to address the unique needs of rural school districts.
- Under the Small, Rural School Achievement Program (SRSA), the Secretary awards grants directly to eligible LEAs.
- Under the Rural and Low-Income School Program (RLIS), the Secretary awards grants to the State which, in turn, awards sub grants to eligible LEAs on a formula basis.
In order to determine the 2010-2011 allocations and eligibility in accordance with the rural education legislation, the United States Department of Education (USED) plans on using information from the 2010-2011 spreadsheet located in the 2010-2011 Small Rural School Achievement Program file at the following web site: http://www.dese.mo.gov/divimprove/fedprog/financialmanagement/2010-2011SRSA.htm
Since the data on the spreadsheet will affect all State and LEA allocations, the U. S. Department of Education has urged us to provide LEAs with an opportunity to verify the data on the Excel spreadsheet prior to submission of the data. The deadline to submit changes to this spreadsheet is April 1, 2010. Please e-mail your changes to Pat.Kaiser@dese.mo.gov.
For your convenience, we have prepared a list that identifies districts whose eligibility for one of these two grants has changed between school year 2009-2010 and 2010-2011. This list is located at the same web site listed above. The name of the file is “SRSA Changes for 2010-2011.”
