SUBJECT:  REAP - Small, Rural School Achievement Program and Rural and Low-Income School Program Updates

Accountability Requirements -- Accountability is an essential component of REAP-Flex.  LEAs must comply with the accountability requirements in section 6213 of the ESEA. 

SRSA Programs -- Districts that fail to make AYP after three years may continue to participate in REAP-Flex and the SRSA grant program only if the LEA uses all “applicable funding” (i.e., funds the LEA receives by formula under Title II.A, Title II.D, Title IV.A and Title V.A) and SRSA grant funds to carry out the improvement requirements of Section 1116 of the ESEA.  Uses of funds are restricted to those identified in the NCLB LEA Improvement Plan.

RLIS Program -- Districts that fail to make AYP after three years may continue to receive RLIS funds only if the LEA uses the funds to carry out the improvement requirements of Section 1116 of the ESEA.  Uses of funds are restricted to those identified in the NCLB LEA Improvement Plan.

Under the “transferability” authority in Section 6123, LEAs that have been identified for improvement may transfer up to 30 percent of each fiscal year’s funds and the transferred funds must be used for LEA improvement activities consistent with Section 1116 of ESEA.  An LEA that has been identified for corrective action may not transfer any funds.

 

SRSA Grants ---

This portion of the e-mail only applies to districts that have received Small Rural School Achievement (SRSA) grants directly from the United States Department of Education (USED). 

The USED has provided us with a list of the grant drawdown balances for the LEAs for the past two years.  This list is as of March 22, 2010.  We have made this list available under Financial Management, Small Rural School Achievement, Consolidated REAP DrawDown 03-22-10 on the Federal Programs’ website: http://www.dese.mo.gov/divimprove/fedprog/financialmanagement/Smallruralachieve.html.

School district information is listed in county-district code order.  Please check this list for information regarding funding for your district.  It is your responsibility to obligate and draw down SRSA funds.

FY 2008 Award -- It is critical that districts understand that their FY 2008 Award must be spent and/or obligated by September 30, 2010.  The district must draw down any expended FY 2008 funds by December 30, 2010.  If these funds are not spent/obligated by September 30, 2010, they will be lost.

FY 2009 Award -- The FY 2009 award will be available to the LEAs until September 30, 2011.  The initial grant period is from July 1, 2009 through September 30, 2010.  The Tydings amendment then allows districts to expend for an additional 12 months.

FY 2010 Award -- Based on the formula for the SRSA program, we have provided estimated FY 2010 allocations on the federal program website under Financial Management, Small Rural School Achievement: http://www.dese.mo.gov/divimprove/fedprog/financialmanagement/Smallruralachieve.html.

The United States Department of Education REAP office has indicated that they anticipate awarding amounts for the 2010-2011 school year by the end of September 2010.  Please keep in mind that this estimated allocation will be pro-ratably reduced or increased, depending upon available funds.

Grantees are required by regulation to minimize the amount of time elapsing between transfer of funds (drawdown) and the disbursement of funds from their bank accounts (see EDGAR §§ 74.21-22 and 80.20-21, as applicable). Funds must be drawn only to meet a grantee's immediate cash needs for each individual grant.

How to Draw Down Funds:

Funds are drawn down electronically through the Government Accounting Payment System (GAPs).  To access e-payments online, please go to http://www.g5.gov/.  If you need assistance with your user name and/or password or need assistance in using this site, contact the GAPS Hotline at 1-888-336-8930.  Once you are logged on, you will be able to transfer portions of your grant funds, as needed, to your district's designated bank account.
