SUBJECT: 9/30 Report

Your district is required to submit the 9/30 Report (Report of Expenditures and Obligations as of September 30) if one of the following is true:
- Your district has Title I and/or Title I ARRA funds in excess of the 15% carryover rule, or
- Your district has Title IV.A funds in excess of the 25% carryover rule.
The purpose of the 9/30 Report is to provide documentation of expenditures and legal obligations from July 1, 2010 through September 30, 2010 for your 2010-2011 programs. Since September 30 is the end of the federal fiscal year, this information is needed to accurately determine that schools did not exceed the carryover limitation for these programs.
Because the ARRA funds provided a supplemental Title I appropriation, DESE requested a waiver from the U.S. office that enables us to waive the carryover limitation more than once every three years for an LEA that needs the additional waiver because of the ARRA. Thus, an LEA that receives a waiver of the carryover limitation with respect to its FY 2008 (Fall 2009) allocation may also be able to receive a waiver of the carryover limitation with respect to its FY 2009 (Fall 2010) and FY 2010 (Fall 2011) allocations. The LEAs may request this waiver each year through the 9/30 Report process on the NCLB application in ePeGS.
