SUBJECT: Fiscal Changes to Federal Grants

The Division of Financial and Administrative Services has made several fiscal changes related to federal grants. See the Administrative Memo posted at http://www.dese.mo.gov/am/fas/documents/FAS-11-017.pdf for details on these overall changes.
Effective immediately, LEAs will be able to make Payment Requests through June, July, August and September on the current program year (2010-2011). As of July 1, 2011, payment requests must be submitted by 11:59 p.m. on the first of the month or payment will not be processed until the next month. In addition, districts will be required to indicate their expenditures to date on the payment request. The system will automatically compare the expenditures to date with the cumulative payments to determine if the district is eligible under the Cash Management Improvement Act for the payment amount requested.
The Final Expenditure Report (FER) will be due September 30, 2011. There will be no FER revisions unless there is an audit/monitoring finding. As in the past, the FER should include obligations/expenditures from July 1 through June 30. The exceptions to the June 30th date are obligations/expenditures from July 1 to September 30 (i.e. summer school, professional development, etc.) for the programs with FY09 funds that will expire September 30, 2011 (ARRA, Title II.D and IV.A). All funds expended under these programs must be liquidated this year and cannot be budgeted in the 2011-2012 program year.
The FY11 Final Expenditure Report (FER) is expected to be available for data entry June 17, 2011. While the FER is not due until September 30, 2011, districts may submit the FER anytime before the due date. However, please keep in mind that once an FER is created, the district will not be able to amend their current year (2010-2011) budget application or make any additional payment requests. Therefore, districts should ensure all FY09 funds (ARRA, Title II.D and Title IV.A) are budgeted and payment requests are submitted for all expended funds before creating the FER.
