Federal Program Staff Changes

Over the past several months, the Federal Grants Management Section has made changes to the areas served by the various supervisors. 

James Wells, Supervisor, retired effective December 31, 2008.   James began his work at DESE in December 1999. He has completed more than 50 years of service in education as a teacher, coach, principal and DESE employee.  He enjoyed working with his districts in the Kansas City and West Central region.  If you would like to contact James to wish him your best, his home address is 609 Eastlake Drive, Columbia, MO 65203.

Effective January 26, 2009, Kelly Kempker has been hired as supervisor for the West Central region.  This past summer Julie Cowell changed from the Southeast region to the Northeast Central region.  Kyle Heislen began his duties as supervisor for the Southeast region in October.   Tawanda Edwards is the Administrative Assistant for the Grants Management Section and her telephone number is 573-751-3468.  The supervisory area map and telephone numbers of the Grants Management staff are available at the following location: www.dese.mo.gov/divimprove/fedprog/grantmgmnt/Staff2.html

We have had other changes in the Federal Programs unit.  Although duties may have changed, contact information has remained the same unless I have indicated a change.

Mary Pearce, supervisor in the Financial Management Section, has taken on the duties of managing the Supplemental Educational Services (SES) along with serving as the liaison for NCLB Core Data issues. 

Kim Oligschlaeger has moved from supervisor in the Discretionary Grants Section to become a supervisor for the Accountability Data and Accreditation Section and the Federal Grants and Financial Management Unit effective August 2008.  Some of her duties include compiling and analyzing data for the Consolidated State Performance Report and managing the Federal Programs monitoring process.  Kim’s telephone number has changed to 573-751-3543. 

Donna Cash has been promoted to Supervisor, Discretionary Grants Section, handling the Homeless and Even Start Programs effective November 2008.  Donna’s telephone number has changed to 573-522-8763.

Effective December 15, 2008, Pat Kaiser has been promoted to Director, Federal Financial Management Section.

Bette Morff has been promoted to Coordinator, Federal Grants and Financial Management Unit effective September 1, 2008.  She coordinates the activities of the Federal Grants Management Section, Discretionary Grants Section and Financial Management Section.
