For the consolidated federal programs, please submit a Final Expenditure Report that reflects the actual expenditures/obligations that have incurred for the 2008-2009 school year project.  To receive a payment in June, the Final Expenditure Report must be received by the end of May.  Do not request more funds than will be spent.  If your district submits a Final Expenditure Report that is overstated, it could result in an audit exception.  Districts are allowed to submit revised Final Expenditure Reports for federal programs.  If a district attempts to revise Schoolwide expenditures and an error message appears, please contact my office and we will assist you.  


We are in the process of calculating the estimated allocations for the 2009-2010 school year.  Keep in mind that these are estimated allocations because certain updated formula data is not yet available.  However, the United States Department of Education (USDE) did use the updated census numbers to project allocations to the States. We have posted the estimated allocations by school district for programs, as they become available.  The allocations can be found at http://www.dese.mo.gov/divimprove/fedprog/financialmanagement/2009-2010Allocations.htm .

Please keep in mind that these are estimates until they are clearly marked as final.

The Federal Programs’ funding applications will be available on ePeGS for the 2009-2010 school year.  We anticipate opening the funding applications for LEA use on Monday, June 1, 2009. 


Recently, the School Finance section sent the 2008-2009 Indirect Cost Calculation and Certification form to your school district administrator to be certified.  We have made the restricted indirect cost rate available on the consolidated federal program application for the 2008-2009 school year.  You are not required to amend your budget to include indirect costs.  You may claim indirect costs on the Final Expenditure Report even if it was not budgeted, as long as total expenditures do not exceed the total budget.  However, you may amend your budget to include indirect costs if you have additional funds available that have not been budgeted.


Districts planning to use federal funds for summer school must submit the “2009 Federal Programs Proposed Summer School Plan” by June 1, 2009.  This plan can be accessed at



As the public school district prepares for the 2009-2010 school year, keep in mind that timely and meaningful consultation with nonpublic schools is a requirement for receiving federal dollars.  The district can review final enrollment and economic deprivation data for nonpublic schools by using the two nonpublic reports at the website below.  The LEA must consult with appropriate private school officials prior to the LEA making any decisions that affect the opportunities of eligible private school children or teachers to participate in programs.  For most NCLB programs, public schools are required to obtain and submit to DESE written affirmation forms signed by private school officials as part of the application process.  The Federal Programs’ section has developed a complaint procedure process for nonpublic schools.  The public school should distribute this to the nonpublic schools during consultation.  These forms and reports may be accessed at http://www.dese.mo.gov/divimprove/fedprog/financialmanagement/Nonpublicindex.html .


An LEA may receive funds if DESE finds that the LEA’s combined fiscal effort per student or the aggregate expenditures of the LEA from state and local funds for free public education for the preceding year is not less than 90 percent of the combined fiscal effort or aggregate expenditures for the second preceding year.  Compliance is verified each year using specific data from the Annual Secretary of the Board Report.
