Title II.A – Teacher and Principal Training and Recruiting – Minimum Amount per Nonpublic Child

List Serve Message Date:  May 11, 2009

Title II.A – Teacher and Principal Training and Recruiting – Minimum Amount per Nonpublic Child

(See NCLB, Part E-Uniform Provisions, Subpart 1 – Private Schools, under section 9501 (b) (3) (A&B).)

For all federal programs, equitable services shall be consistent with the number of eligible children.  This means that the district must allocate the same amount per pupil for all students, both public and nonpublic.   For Title II.A purposes, equitable services apply only to the extent that the LEA uses funds to provide professional development to teachers and other educational staff.   The share of the LEA’s Title II.A funds that is used for professional development and subject to a determination of equitable expenditures shall be not less than the aggregate amount of funds that were used for professional development for fiscal year 2001-2002 under Title II Eisenhower Professional Development and Class Size Reduction.

On the ePeGS system, we will store the Minimum Amount per Nonpublic Child on the allocation detail page for Title II.A.

In determining the Minimum Amount per Nonpublic Child, the following steps were used:

  • Calculated the amount of funds that were expended for professional development in fiscal year 2001-2002 under Title II Eisenhower Professional Development and Class Size Reduction.
  • Calculated the Minimum Amount per Nonpublic Child by dividing the total professional development amount expended by the total number of public and nonpublic students enrolled.

IMPORTANT NOTE:  We have posted a spreadsheet on the Federal Program website under “News & Updates” that shows our calculation for Minimum Amount per Nonpublic Child.  This is the link:

http://www.dese.mo.gov/divimprove/fedprog/

For several LEAs, we had to make assumptions to calculate this amount.  Therefore, we are asking each LEA to review the amount that we have calculated.  If you are in agreement, no further action is required.  If you are not in agreement, please send your calculations to us by e-mail and we will review and make appropriate changes.  Changes must be submitted by Tuesday, May 26, 2009 to Cathy.Mendez.Roca@dese.mo.gov.

Thank you for your prompt assistance.
