lNew State Funding Formula

The ne= w state formula is designed to assure that all districts have at least the “state adequacy target”  of money behind= each child.  It is important to note t= hat the new state funding formula:
   - folds all previous appropriations f= or categorical programs
      <= /span>in to the basic formula
   - does not eliminate state funding for special education programs
The ne= t effect is that districts must think differently than in the past because they have a total number of dollars with which to address the educational needs of all students rather than specified amounts that must be spent on certain categories of students.  District= s need to budget monies for each program according to their needs.

Distri= cts are still responsible for implementing IEPs and providing FAPE (free appropriate pu= blic education) by implementing the IEPs for students with disabilities.

This f= ormula will be phased in over a 7 year period, beginning with FY ’07. In the first year = of the phase-in the formula was funded 85% under the 05/06 methodology and 1= 5% according to SB 287.  In the seco= nd year (07/08) districts will receive 70% under the old formula and 30% und= er the new.  Each year the percentag= e paid under the old formula is reduced while the new system percentage increases.  The total phase-in wi= ll occur in the 2012/2013 school year.

Weighted ADA
lAn additional wei= ghting factor is available for some districts based on special = education child count.

The ne= w formula also calculates a Weighted ADA from which the actual dollar amount for the district will be determined.  Wei= ghted ADA is calculated for Free and Reduced Lunch (FRL), Individual Education Program (IEP) and Limited English Proficient (LEP) students.
