Subject: ARRA/Invoicing and Payments for ECSE ARRA Funds/CHANGE IN PROCEDURE

Districts will invoice DESE for Early Childhood Special Education (ECSE) American Recovery and Reinvestment Act (ARRA) funds through the payment request function in the ePeGS system as opposed to emailing monthly invoices as previously indicated. It is anticipated this feature will be available mid-November in order for districts to start receiving payments in the December school payment. Funds must have already been expended or will be expended within three days of receipt before making a payment request.
Personnel with access to the ECSE Expenditure Report in the DESE Web Applications System will also have automatic access to the ECSE ARRA application in ePeGS. No action is necessary at the district level to obtain access. A step-by-step training guide for submitting a budget application and payment request for ECSE ARRA funds will be available when the system goes live. Coding instructions will be included in the training guide.
Districts may use ECSE ARRA funds on any expenditures related to their ECSE program. These funds are not restricted as regular ECSE funds, meaning districts may expend these funds on things such as: ECSE related computers, playground equipment, bus barns, new facilities, buses, professional development, supplies, snacks, etc. However, if purchases benefit populations other than ECSE students, the cost must be prorated.

Allocations were calculated as directed by the U.S. Department of Education, Office of Special Education Programs (OSEP), utilizing the population and poverty counts as done with the Part B ARRA funds. ECSE ARRA funds may pay for expenditures from July 1, 2009, through September 30, 2011.
