The Early Childhood Special Education (ECSE) ARRA application is now available through the ePeGS system.  Requesting funds will be a two step process. The district must first submit an approvable application and then will submit payment requests as funds are expended or will be expended within three days of receipt.  The Division has created a step-by-step training guide for completing the application and payment requests that may be viewed at:  

Personnel with access to the ECSE Expenditure Report in the DESE Web Applications System will also have automatic access to the ECSE ARRA application in ePeGS.  No action is necessary at the district level to obtain access. 

Districts may use ECSE ARRA funds on any expenditures related to their ECSE program.  These funds are not restricted as regular ECSE funds, meaning districts may expend these funds on things such as:  ECSE related computers, playground equipment, bus barns, new facilities, buses, professional development, supplies, snacks, etc.  However, if purchases benefit populations other than ECSE students, the cost must be prorated.  Again, as previously stated, ECSE ARRA funds must not be coded to 1280 or 2559 in the ASBR.
