The United States Department of Agriculture (USDA) released a revised memorandum on March 16, 2011 addressing concerns surrounding the Child Nutrition Reauthorization of 2010 and the categorical eligibility of Foster Children for the free and reduced lunch program.

The Healthy, Hunger-Free Kids Act of 2010 (the Act), Public Law 111-296, provides categorical eligibility for free meals to foster children.
