The 2011 Federal Quota Registration of Legally Blind Students was mailed to LEAs and SEAs in late December 2010.  The Federal Quota Registration is the census that records legally blind students who are eligible to receive materials provided by the federal Act to Promote the Education of the Blind.  This program is a means whereby a per capita amount of money is designated for the purchase of educational materials for each eligible student registered through an established Federal Quota account maintained and administered by the American Printing House for the Blind (APH).

When registering students, be sure to read all instructions carefully.  In particular, note the distinctions in definitions regarding primary reading media for pre-readers and non-readers.  A pre-reader is identified as an infant, preschooler, or older student with reading potential or a student working on or toward a readiness level; a non-reader is a student who shows no reading potential.
