The State Performance Plan, required by the U.S. Department of Education, Office of Special Education Programs (OSEP), includes an indicator that addresses early childhood outcomes (ECO).  This requirement is designed to gather performance data for young children receiving services through Parts B and C of the Individuals with Disabilities Education Act (IDEA).  Districts and First Steps System Points of Entry (SPOEs) must assess all children entering and exiting First Steps and ECSE programs each year and report the results of those assessments to the Department annually.

It is very important that all SPOE and ECSE staff who have responsibilities for administering the ECO be trained in ECO administration and data collection procedures.  In November 2009, the Division of Special Education held a statewide training.  As a follow-up to that training, the Division has printed 375 copies of the Early Childhood Outcomes (ECO) Participant's Handbook to be mailed this week to each of the Early Childhood Special Education (ECSE) buildings in Missouri.
