The State Performance Plan, required by the U.S. Department of Education, Office of Special Education Programs (OSEP), includes an indicator that addresses transition from Part C to B of the Individuals with Disabilities Education Act (IDEA). This requirement is designed to gather data for young children receiving services through Part C and potentially eligible for Part B.
It is very important that all SPOE and ECSE staff understand the timelines and requirements of a First Steps transition meeting and a referral to ECSE. In order to help clarify these requirements, the First Steps Area Directors are holding workshops in various locations around the state.
Topics to be covered in the workshop include:
* First Steps transition meeting timelines
* Comparison of First Steps and ECSE requirements
* ECSE referral timelines
* Sharing information between First Steps and ECSE
* Directory Information and Opt Out policy
* Discussing Early Childhood Outcomes at the Transition meeting
Attendance at a workshop within your region or district is strongly encouraged in order to promote collaboration and communication between First Steps and ECSE staff.
