Subject: Assurance Statement Procedures for FY 11

Each responsible public agency in the state that provides services to students with disabilities must submit an Annual Assurance Statement to DESE, Division of Special Education, regarding its compliance with the provision of those services.

Agencies that open a Part B budget will need to agree to a set of Core Assurances that are part of the Electronic Planning and Electronic Grants System (ePeGS) when they submit their Part B Applications due June 25, 2010.  The required procedures for submitting assurances are set forth in the link below and are specifically delineated for three categories of agencies:

1) agencies that submit Part B budgets,

2) agencies that do not submit Part B budgets (Department of Mental Health, Missouri Schools for the Severely Disabled, Missouri School for the Deaf, and Missouri School for the Blind, and

3) Special School Districts, including their component districts. 

Please note that in the past, we required the agency's Board of Education to approve the Assurance Statement prior to submission of the Part B grant application; however, nothing in state or federal regulations requires a signature by the Board of Education on the assurance form.  Therefore, the Division of Special Education is not requiring prior Board approval and each agency should follow its own policy when determining signatures required for their assurances.
