Below is a message that has been sent by DESE to school administrators and I wanted to be sure you were aware of it:
This message sent on behalf of Rusty Rosenkoetter, Coordinator of Educator Certification.
Two weeks ago, you were requested to submit the names of individuals who substitute taught (at least one day) in your district during 2009-10 in order to "grandfather" those individuals for the 2010-11 academic year.
As of this morning, only 248 districts have responded. If your district wants to have substitutes available for the beginning of the 2010-11 school year, you must submit BEFORE MAY 28.
We ask that you enter the Web site where you currently apply for substitute certificates of license to teach and select the individuals who have worked for your district during the 2009-10 school year. In order to "grandfather" the current people who hold a substitute certificate of license to teach, you will simply indicate those who substitute taught, assisted in a coaching assignment or served as a volunteer in your district FOR AT LEAST ONE DAY during the 2009-10 school year.
On the lower, left side of our Web site <http://dese.mo.gov/>, choose Web Applications,
1. Go to FBI Fingerprints and SubCerts (where you normally submit information for substitute licensure).
2. Click the Verify 2009 Substitutes button.
3. Check the verification box (left side of screen) and choose the substitutes who worked for your district in the 2009-10 school year.
4. Save this information to return to later, or you may save and submit at the same time. When you submit, you will not be able to correct or add any substitutes. You must submit the information by May 28, 2010.
If you have an employee/volunteer/coach whom you thought held a substitute certificate in your district and whose name does not appear on your list, you may tell that individual he/she must reapply (in July) in the new system. Individuals licensed in other districts will need to ensure that the originating district has submitted their transcripts, verified that they were employed, and chosen them to be grandfathered.
By July, new substitutes will apply directly to the Department for licensure. The new process will more closely resemble the licensure system for regular educators. We will provide that information as soon as possible.
