As you know, the Individuals with Disabilities Education Act (IDEA) allows districts to use up to 15 percent of IDEA Part B funds to provide Coordinated Early Intervening Services (CEIS) to students in kindergarten through grade 12 (with particular emphasis on students in kindergarten through grade 3), who have NOT been identified as needing special education and related services, but who need additional academic and behavioral support to succeed in a general education environment.
If Part B funds were spent to provide CEIS during the 2009-10 school year, LEAs must submit a Reporting Verification Sheet (RVS) (located at
indicating how the funds were spent and the amount of funds spent. The amount of Part B funds spent to provide CEIS reported on the RVS must match the amount of Part B funds spent to provide CEIS reported on the Part B IDEA Final Expenditure Report (FER). Both the RVS and Part B IDEA FER are due July 30.

LEAs that are interested in using Part B funds to provide CEIS during the 2010-11 school year are STRONGLY ENCOURAGED to contact the Division before obligating any funds to determine if the activities are allowable.
