Subject: Final FY11 Allocations Posted for IDEA Part B Entitlement

The final FY11 IDEA Part B Entitlement Allocations are now posted at: http://dese.mo.gov/divspeced/Finance/ and http://dese.mo.gov/divspeced/Finance/partbentitlement.html.  IDEA requires the calculation to be based on the sum of three components: Base Amount, Enrollment Calculation, and Poverty Calculation.  The Enrollment and Poverty calculations use data from the following sources:

1) September Enrollment (Core Data Screen 16)

2) Home School Students (Core Data Screen 15)

3) Non Public Enrollment - (Non Public School submits Non Public Registration form to DESE Federal Financial Management Section)  

4) Free/Reduced Lunch Count (Core Data Screen 15)

These final FY11 allocations are now in the ePeGs system.  However, FY10 carryover amounts for regular Part B, ARRA Part B, and ECSE ARRA are NOT part of the FY11 allocation amounts.  In order for carryover funds to show in the FY11 allocation in ePeGs, the Funds Management staff must first approve the FY10 Part B FER.  Once your FY10 Part B FER has been approved, you may then revise your FY11 applications to include carryover funds.
