Subject: Unexpended ARRA Funds

Information regarding the upcoming deadline for unexpended ARRA funds was provided to administrators on March 28, 2011, through an Administrative Memo posted at  Please note that districts with remaining ARRA funds are asked to request funds in the April and May payment requests.  In addition, districts are asked to budget any obligated ARRA funds by April 1, 2011. 

Regarding allowable uses of IDEA ARRA funds, please see the "DESE List of Examples" and the "MOCASE List of Examples" posted under Examples of IDEA/ARRA Expenditures on  Districts should consider spending Part B ARRA funds on special education expenditures before regular Part B funds are used as the FY11 regular Part B funds may be carried over for one year and expended during the 2011-2012 school year.  Also, districts may use Part B ARRA funds on capital outlay items which include construction and renovation projects and buses.  Districts choosing to use Part B ARRA funds on capital outlay items must submit a Capital Outlay Purchase Approval form ( to DESE for prior approval.
