Subject: Part C Application for Federal Funds under IDEA

The Part C application packet for funds under Part C of the Individuals with Disabilities Education Act (IDEA), developed by the U.S. Department of Education, Office of Special Education (OSEP), includes a summary of the certifications, policies, procedures, methods, descriptions, assurances, and descriptions of IDEA use of funds states will use to implement Part C of IDEA. Upon OSEP's approval of Missouri's Part C application, the state will receive a federal grant award under Part C of IDEA for the period of July 1, 2013, through June 30, 2014.
All states making application for funds under Part C of IDEA are required to make the state's application packet available for public review and comment. Therefore, the Missouri Department of Elementary and Secondary Education has completed the draft application packet for Part C funds and, through this notice, is making the draft application available for review until March 29, 2013, at the following link:
Written public comments on the draft Part C application packet may be submitted from February 27, 2013, until the close of business on March 29, 2013, to the attention of Pam Schroeder, Assistant Director, Special Education Compliance, via one of the following methods: email to firstname.lastname@example.org; mail to P. As you review the application, please note the following:
* The application is in a format required by OSEP.
* The costs included in this application only reflect those costs attributable to the federal IDEA Part C funds that are allocated to the state of Missouri and not the total cost of the First Steps program.
*The amounts listed in Section III, Description of Use of Part C Funds are based upon the current year (SFY13) allocation since OSEP has yet to give the anticipated award amounts for SFY14. These amounts will be used until the SFY14 award amount is disclosed.
* The application provides general assurance to OSEP that the state will be implementing the provisions of Part C of IDEA 2004. On January 22, 2013, the Missouri State Board of Education approved the proposed Missouri Part C State Plan. Although approved by the State Board of Education, the Missouri Part C State Plan will not be final until the state rulemaking process has been completed. Therefore, the date of June 1, 2013, appears in some sections of this application, as the tentative date the Part C State Plan will be final.
