Subject: FY14 IDEA Part B Budget Application Now Open

The FY14 Part B Budget Application is now open for data entry and is due on July 1, 2013. Applications submitted before July 1 will be substantially approved as of July 1, while applications submitted July 1 and after will be substantially approved as of the submission date. Districts may only start obligating IDEA Part B funds after the substantially approved date of the application.
The FY14 allocation amount is shown under the funds available link within ePeGS. Please note that FY13 Part B carryover and proportionate share amounts are NOT part of the FY14 allocation amounts. These amounts will be calculated after the FY13 Part B FER is submitted and approved. However, LEAs should NOT wait to submit their budget application until after their FER is submitted to try to account for these funds as the LEA will be able to revise their budget applications after their FER submission. A budget revision will allow the calculated amounts to pull into the funds available on the budget application once the FER is approved.
New charter schools will show a zero FY14 Part B IDEA allocation until the Special Education Finance Section calculates estimated allocations in November 2013. Existing charter schools with significant expansion will have their FY14 Part B IDEA allocations recalculated in November 2013 as well.
The Special Education Finance ePeGs Updates webinar which presents an overview of the special education changes and enhancements to the 2013-14 Part B Budget Application, 2013-14 Payment Request, and 2012-13 Part B Final Expenditure Report (FER) in the ePeGs system is now posted at http://dese.mo.gov/webinar/webinar-05-14-13-FAS.htm.
