The Individuals with Disabilities Education Act (IDEA) allows districts to use up to 15 percent of IDEA Part B funds to provide Coordinated Early Intervening Services (CEIS) to students in kindergarten through grade 12 (with particular emphasis on students in kindergarten through grade 3), who have NOT been identified as needing special education and related services, but who need additional academic and behavioral support to succeed in a general education environment.
If Part B funds were spent to provide CEIS during the 2011-12 school year, LEAs must submit a CEIS Reporting Verification Sheet (RVS) (located at http://dese.mo.gov/divspeced/Finance/EarlyInterveningServices.htm) indicating how the funds were spent and the amount of funds spent. The amount of Part B funds spent to provide CEIS and description of services reported on the RVS must match what is reported on the Part B Final Expenditure Report (FER). Both the FY12 CEIS RVS and Part B FER are due September 30, 2012.

LEAs that are interested in using Part B funds to provide CEIS during the 2012-13 school year are encouraged to contact the Department before obligating any funds to determine if the activities are allowable.
