The FY13 High Need Fund (HNF) application due date has been extended to December 31, 2012, for services provided during the 2011-12 school year. While the original due date was November 30, 2012, the Department has extended the due date to accommodate districts that were not aware of the earlier due date this year. For the FY14 HNF application and after, the due date will be November 30 of each year.
The FY13 High Need Fund (HNF) application and manual are posted on the Special Education Finance webpage at http://www.dese.mo.gov/divspeced/Finance/HighNeedIndex.html. Applications for the FY13 year have been modified to auto fill data based on the county district code selected; however, districts must still enter student information and applicable costs. Applications must be saved and submitted electronically via email as an attachment to firstname.lastname@example.org. Districts will be sent a receipt confirmation. Please keep the receipt confirmation email for your records.
The HNF provides reimbursement for districts serving any student with a disability whose educational costs exceed three times the district's Current Expenditure per ADA amount as calculated on the FY12 Annual Secretary of the Board Report (ASBR).
Please note that students should NOT be claimed on the both the HNF and Public Placement Fund applications. The HNF is an OPTIONAL application. If you have any questions, please contact Special Education Finance at (573) 751-0622 or by email at email@example.com.
